Why Work With VBS
Your HR partner built for
Federal Contractors
Managing HR for a government contract isn't like managing HR for a typical business. One missed deadline can cost you a contract. Vital Business Solutions has spent 25 years becoming the HR partner that federal contractors call when the stakes are high. We know government compliance.

We speak federal contractor fluently
We speak federal contractor fluently.
VBS was founded to serve the unique compliance demands of federal contractors and government-adjacent businesses. We don't apply generic HR advice to GovCon situations — we apply 25 years of specialized experience. OFCCP. EEO. VETS-4212. Affirmative Action Plans. We live in this world so you don't have to.
-
When a compliance question comes up at 4:57 PM before a contract deadline, you need an answer — not a ticket number. VBS gives you direct access to a dedicated HR consultant who knows your business.
-
Hiring a full-time HR director costs $90K+ per year before benefits. VBS gives you senior HR expertise at a fraction of the cost, with the flexibility to adjust as your contracts grow or shift.
-
VBS is a certified minority, woman-owned small business (MWOSB). When you partner with VBS, you also support your own small business subcontracting goals and diversity spend reporting.
-
OFCCP enforcement changes. Executive orders shift. State laws evolve. VBS monitors federal contractor regulations continuously and proactively updates clients before deadlines — not after.
-
VBS's QA program is built on rigorous standards, continuous improvement, and client feedback — including regular internal audits and staff training on the latest compliance requirements.

Common Questions from
Federal Contractors
-
VBS is a human resources outsourcing and consulting firm specializing in federal contractors and small-to-mid-sized businesses. We handle the full range of HR functions — from daily HR support and employee relations to OFCCP compliance, EEO reporting, compensation analysis, and HR audits. Think of us as your dedicated HR department, without the overhead of hiring one in-house.
-
Many of our clients came to us with an office manager, COO, or operations lead wearing the HR hat. The problem isn't capability — it's bandwidth and specialization. Federal contractor HR involves a layer of compliance that a generalist HR person may not have time to stay current on. VBS supplements your team where needed, so your internal staff can focus on running the business while we handle compliance, audits, and risk.
-
Not at all — in fact, small contractors are our sweet spot. The compliance obligations of federal contracting don't scale down with company size. Even a small firm with a single federal contract can be subject to OFCCP reviews, EEO obligations, and affirmative action requirements. We work with organizations of all sizes and structure our engagements to fit your budget and workload.
-
The Office of Federal Contract Compliance Programs (OFCCP) enforces equal employment opportunity and affirmative action requirements for businesses that hold federal contracts or subcontracts. If your company has 50 or more employees and a contract of $50,000 or more, you are likely required to maintain a written Affirmative Action Plan and comply with EEO and VETS-4212 reporting requirements. OFCCP is fully funded for 2026 and actively conducting compliance evaluations — now is not the time to have gaps in your program.
-
Congratulations — and great timing to get this right from the start. The first step is an HR compliance review to establish your baseline: Do you have a written AAP? Are your I-9s and E-Verify records current? Are your job descriptions and compensation structures documented? VBS conducts this review as part of our onboarding process and builds a customized HR plan from there so you're audit-ready before the auditors come knocking.
-
We follow a simple 5-step process: (1) We conduct an HR Department Review to assess your current setup, (2) we build a Client Profile to understand your company, workforce, and goals, (3) a dedicated VBS HR Consultant is assigned to your account, (4) your consultant reviews all existing HR files, portals, and documentation, and (5) your customized HR plan goes into effect. From there, we operate as your ongoing HR partner — available when you need us, proactive when you don't.
-
A PEO co-employs your workforce, which means they take on certain employer liabilities and typically require you to use their payroll and benefits platforms. VBS is an HR outsourcing and consulting partner — we work alongside your existing structure without co-employment. You keep full control of your workforce, your systems, and your contracts. We provide the HR expertise, compliance oversight, and strategic guidance that your business needs.
-
Yes. VBS supports clients through government investigations, OFCCP compliance audits, and related HR reviews. We help you organize documentation, respond to requests, identify and close compliance gaps, and work through the process with minimal disruption to your operations. Ideally, we help you prepare before an audit arrives — but if you're already in one, we can step in at any stage.
-
VBS is headquartered in Washington, DC, but we support clients locally and nationally. Because most of our services are delivered virtually through our HR portal and dedicated consultant model, geography is rarely a barrier. If you're a federal contractor anywhere in the country, we can support you.
-
Our engagements are customized based on the scope of services, company size, and level of support needed. We offer flexible arrangements so you pay for what you actually need — whether that's a one-time HR audit, ongoing monthly support, or a specific project like an AAP development or compensation analysis. The best first step is a free discovery conversation where we can give you a realistic picture of what an engagement would look like for your organization.
-
Yes. VBS is a minority, woman-owned small business (MWOSB) founded in 2000 and headquartered in Washington, DC. Partnering with VBS can support your own small business subcontracting and supplier diversity reporting requirements.

The easiest way is to stop by our booth on June 11 at the Walter E. Washington Convention Center. We're offering a free on-the-spot HR Compliance Snapshot — a 10-minute conversation where we'll identify your top compliance risks at no cost and no commitment. You can also email us at gpc@vbs-hr.com to schedule a dedicated meeting time before the event.
